Finely mince the garlic and chop the green onions. Beat the egg in a bowl.
Peel, rinse, and pat dry the shrimp. Marinate with salt, sugar, white pepper, 2 tsp cornstarch, 1 tbsp water, and 1 tsp sesame oil.
Marinate the ground meat with soy sauce, 1 tsp water, and 1 tsp cornstarch.
Rinse the fermented black beans to remove excess salt.
Mix the final cornstarch and water mixture (1 tbsp cornstarch, 2 tbsp water) and stir to remove clumps.
Pan-fry the shrimp in a hot pan with oil until golden on both sides. Remove from the pan.
In the same pan, stir-fry the ground meat until cooked. Add fermented black beans and minced garlic; stir-fry for 30 seconds.
Add the unsalted chicken broth and bring to a boil.
Pour in the cornstarch-water mixture while stirring to thicken the sauce.
Pour in the beaten egg and stir gently as it cooks.
Add the shrimp back to the pan, stir in the rice wine, remaining 2 tsp sesame oil, and green onions. Toss briefly to combine and serve.
